Arrest over photos at park raises alarm
The arrest of man photographing young girls at a Webster park last week has a civil rights attorney questioning the Texas law that allowed police to charge the man.
The Galveston County Daily News reports that Paul Guy Clark Jr., 65, was arrested Wednesday after parents noticed him at a sports practice. The accusation, according to Webster Police Chief Ray Smiley:
"Photographing girls from their the necks to their knees without their consent and for his own sexual gratification."
