Jim Fairbanks, a U.S. Army veteran from League City, passes an Apache attack helicopter that flew in for the ceremony from Clear Lake's Ellington Airport.
The helicopter was from the I-149th Attack Reconnaissance Battalion of the Texas Army National Guard, which is based at Clear Lake's Ellington Joint Reserve Center.
